Iraqi Civil Aviation Authority explains delay in Mosul airport opening

BAGHDAD, Iraq โ Iraq's Civil Aviation Authority has outlined the reasons behind the delayed opening of Mosul International Airport, citing an unsigned contract with a construction supervision consultant and the absence of a designated operator.
In a statement, the authority said the basic requirements for the airport's launch had not been completed. It added that responsibility for operating the facility had not been clarified among the Ministry of Transport, local government or another body.
The authority also noted that authorized and licensed personnel need to be in place, while technical work on landing and takeoff procedures continues. According to the statement, the Mosul Governorate has signed a contract with the company RISK for related design and procedural work.
The authority further reported that official correspondence was sent to relevant authorities in Saudi Arabia on January 22, 2026, and May 3, 2026, regarding the airport's opening and operation, but the necessary approvals were not obtained. The statement emphasized that all processes are being carried out in line with current regulations and International Civil Aviation Organization standards, with aviation safety requirements tied directly to the safety of passengers, aircraft and personnel.
