Iraq's education minister approves rules for calculating master's-degree academic ranks for promotions

BAGHDAD, Iraq — Iraq's Education Minister Abdulkarim Abtan al-Jubouri approved on Monday the principles for calculating academic ranks of ministry employees holding master's degrees solely for the purpose of promotions. The decision directs directorates general to review eligible personnel files and make corrections in line with applicable regulations. According to a ministry statement, the framework sets out the method of calculation based on each employee's circumstances. It takes into account conditions under which the degree was obtained, including diplomas earned under study leave inside or outside Iraq, degrees earned while in service, marital status, reassignment and cases involving relatives of martyrs. Commissions will be formed within the directorates general under the supervision of the deputy minister's scientific affairs unit, with the participation of the promotions department's responsible staff. The commissions will examine academic titles and correct the cases of those eligible. Relevant units will bear legal responsibility for the accuracy and legality of the procedures.
