Kirkuk's planned accession to Turkic municipal union sparks local debate

KIRKUK, Iraq — Kirkuk Governor Muhammad Siman Agha's visit to Ankara has fueled debate in the province over the city's reported accession to the Turkic World Municipalities Union. Justice and Development Party Deputy Chairman Kurshad Zorlu announced at a meeting in Karaman that the membership had been finalized, though several provincial council members said they had not been consulted. Il Provincial Council Deputy Chairman Nishata Shahviz said the council was not yet aware of the agreements and asked the governor to brief members on his return. Raad Salih, head of the council's finance and economy committee, said implementation of the agreements would be as important as their signing. KDP council member Kaveh Ahmed Fattah said Kirkuk's future should be resolved under Article 140 of the Iraqi Constitution and warned that decisions made outside the province would not bring stability. The Turkic World Municipalities Union brings together local government representatives from 16 countries and regions, according to the organization.
