70% of Diyala Service and Reconstruction Projects Halted Over Funding Shortfall

Diyala Deputy Governor Hasan Mohammed al-Jubouri said 70% of the province’s service and reconstruction projects have stopped because of insufficient funding, as delays in budget approval and financing continue to hit infrastructure work across the province. He said the federal government’s debt to Diyala has exceeded 200 billion dinars.
Al-Jubouri said the funding gap has had a particularly negative impact on infrastructure projects, which have been left without the resources needed to move forward. He added that Diyala has received no share of revenue from border crossings since July 2025.
He said some projects had previously been carried out using those revenues. The loss of that income stream has further constrained the province’s ability to sustain ongoing work.
Al-Jubouri also said electricity projects have been affected by the shortfall. He noted that three projects for electricity generation from solar energy are still waiting to begin until the necessary procedures and financing are completed.
