ERBIL, Iraq — The Kurdistan Region's Ministry of Electricity has announced a discount of up to 50 percent on accumulated electricity debts incurred before the launch of its "Rûnakî" project, according to a ministry statement. The discount window will run from August 3 to September 10, 2026, and will apply only to outstanding balances from the period before the project was introduced; current Rûnakî bills are excluded from the offer. Subscribers who wish to benefit must pay the reduced amount in a single lump sum. The ministry said residential and agricultural subscribers will receive a 50 percent discount, while industrial, commercial and public-sector subscribers will receive 25 percent. Customers served by dedicated private feed lines are not eligible. Payment services will be temporarily suspended between July 30 and August 3 through the "Electronic Pasula" application and energy sales centers to allow technical preparations. The ministry urged subscribers to clear any Rûnakî project bills by July 30, taking into account the standard 50-day payment period. The ministry described the decision as a final opportunity to clear legacy debts, saying it is intended to ease the transition to the Rûnakî project and encourage a culture of regular bill payment.
