Iraq’s Feyli Kurds press demands for recognition, reparations decades after persecution

DIYALA, Iraq — Iraq’s Feyli Kurds, estimated at 1.5 to 2 million people, continue to seek political representation, restoration of citizenship and compensation for lands and property confiscated under the Saddam Hussein era, community figures said. The community is concentrated in Baghdad, Kirkuk, Diyala and Khanaqin, with additional populations living in Iran. Between 1970 and 1988, Feyli Kurds faced arrests, torture, forced displacement and disappearances under successive Iraqi governments. Feyli researcher Kamal Kaytouli said a process that began on April 4, 1980 led to the seizure of citizens’ assets and official documents. The International Committee of the Red Cross has estimated that one million Iraqis migrated to Iran between 1980 and 1990. After the fall of the former regime in 2003, community spokesman Ramzi Mirkani said Feyli Kurds began demanding a role in political life and public office. He said the word “Feyli” carries connotations of rebellion and heroism. Beyond citizenship and property claims, the community is calling for the fate of the disappeared to be clarified and for the families of the missing and killed to be compensated. Community leaders said they remain disappointed that no dedicated file has been opened to address crimes committed against them during the Saddam Hussein period.
