Iraqi Civil Aviation Authority explains delays in Mosul airport opening

BAGHDAD, Iraq โ Iraq's Civil Aviation Authority has outlined three main reasons for the delayed opening of Mosul International Airport. In a statement, the authority cited the absence of a signed contract with a construction supervision consultant and the lack of a designated operator for the facility as the primary obstacles to bringing the airport into service.
The authority said the basic conditions required for the airport's launch had not been completed, and that operational responsibility had not been clarified between the Ministry of Transport, local government, or another entity. It added that authorized and licensed personnel must be in place, and that technical work on landing and takeoff procedures is ongoing.
According to the statement, the Mosul Governorate signed a contract with RISK for the relevant design and procedures. The authority also said official correspondence was exchanged with relevant Saudi authorities on January 22, 2026, and May 3, 2026, regarding the airport's opening and operation, but the required approvals were not obtained.
The authority emphasized that all processes are being carried out in line with applicable regulations and International Civil Aviation Organization standards, and that aviation safety requirements are directly linked to the safety of passengers, aircraft and personnel.
