Iraq Parliament Panel Seeks Review of Contracts Issued by Former Government

A member of Iraq’s Parliamentary Legal Committee, Muhammed Cessim el-Hafaci, has sent an official letter to Prime Minister Ali Zeydi calling for a review of contracts issued by the former government. The request follows the transition of the government led by former Prime Minister Muhammed Şii es-Sudani into a caretaker, or ‘executive affairs,’ mode after it failed to win parliament’s confidence.
Hafaci said the decisions taken during that period violated Articles 61/second, 78 and 80 of the constitution. He said the Federal Supreme Court’s determination in November 2025 of the date on which the former government moved into executive affairs provides the legal basis for the request.
The former caretaker government had already drawn heavy controversy over additional payments imposed on mobile phone companies under the name of a ‘service fee’ and a rise in customs duties on imported goods. The call for review adds a new legal and political dimension to the disputes surrounding measures issued during the caretaker period.
