BAGHDAD, Iraq โ€” A draft cybercrime bill in Iraq would impose fines of up to 35 million dinars and allow sentences of up to life in prison, the Iraq-based Ecoo Iraq Observatory said. The 32-article draft is designed to create a safer environment for computer systems and to help combat electronic blackmail, fraud and sectarian incitement, the observatory added. The legislation outlines financial penalties for those who violate the privacy of private or family life. Individuals who spread false information aimed at undermining confidence in the financial system or in commercial instruments would face the 35 million dinar fine, according to the draft. The observatory noted that the text contains ambiguous wording that could create overlapping authorities among the National Digital Evidence Center, media institutions and the National Security service. The bill is among four legislative proposals scheduled for first reading at a session of the Iraqi Parliament next Monday.
