TEHRAN, Iran — TEHRAN — Iranian Foreign Minister Abbas Araghchi told his British counterpart Ed Miliband in a phone call that Iran and Oman will establish a mechanism to manage navigation through the Strait of Hormuz, state media reported. Araghchi warned that any attempt by third parties to disrupt the arrangement would complicate the situation. Araghchi accused the United Kingdom of complicity in what he described as U.S. and Israeli aggression against Iran and called on London to reconsider its position. He criticized the British government for placing Iran's armed forces on its national security threat list and said Iran had reached an agreement on June 18 to end the war, but that the United States had failed to honor its commitments and obstructed implementation. The Iranian minister said that, under international law, allowing an aggressor state's territory or facilities to be used against another country would be regarded as a hostile act, and that Iran's right to self-defense would be preserved. British Foreign Secretary Miliband outlined the new UK government's position, saying Britain is not a party to the war against Iran and favors resolving issues through diplomacy. He said diplomatic efforts with Iran should continue to reduce tensions in the region.
