The Ministry of Justice said the 4,867th issue of the Official Gazette published a series of presidential decrees, decisions and official regulations, including a decree retiring Kamil Abbas al-Dulaimi, head of the Presidential Divan, after he reached the legal retirement age. The publication also included a 2026 presidential decree on the parliamentary confidence vote for the prime minister and the Council of Ministers as part of the constitutional procedures for forming the government.
The same issue of the Official Gazette carried 2026 Presidential Decree No. 21 on al-Dulaimiโs retirement, as well as 2026 Presidential Decree No. 22 concerning the confidence vote granted to the prime minister and cabinet. The decree on the government formation process was published alongside the retirement order in the official record.
In addition, the gazette published 2026 Instruction No. 6 on the licensing of private educational institutions. It also included a decision by the Council of Ministers for Economic Affairs to increase the fine set out in the Public Health Law.
Two separate notices from the Ministry of Culture, Tourism and Antiquities for 2026 were also listed in the issue. The publication brought together administrative, legal and government-related measures in one official release.
