Iraq’s Digital Transition Emerges as a Tool Against Corruption

Rights activist Ali Habib said e-government systems are reducing traditional corruption in Iraqi institutions by minimizing direct contact between staff and citizens. He said the shift to digital services also matters because it can narrow opportunities for bribery and procedural abuse. Habib warned, however, that digital transformation brings new challenges, including the risk of cyberattacks and data manipulation. Those vulnerabilities, he said, must be managed alongside the move away from paper-based administration. Government spokesman Haydar Mecid said digital transformation is a strategic priority in the effort to fight corruption and bureaucracy. His remarks framed the shift as part of a broader administrative reform agenda. The Prime Minister's Office General Secretariat has launched an integrated electronic document management program with all ministries and provincial departments. The system operates on a secure network designed by national technical teams. Officials said the platform is intended to prevent the leakage of official documents while supporting the wider digitization of state institutions.
