Iraq's Federal Service Council says 2027 staff grades tied to budget approvals

BAGHDAD, Iraq — Iraq's Federal Public Service Council said the determination of staff grades linked to the 2027 budget falls under the authority of the relevant bodies, rather than the council itself. Council spokesperson Fadhel Gharawi told the state news agency that the council's role in appointment procedures is limited to the powers and duties set out in Article 9 of Council Law No. 4 of 2009, as amended. Gharawi said the appointment process cannot be completed before the required legal and financial conditions are met. He added that the number of staff grades, how they are created and the financial allocations assigned to them will be set out in the 2027 general budget and in decisions by the competent authorities.
