BAGHDAD, Iraq โ€” A renewed debate over consolidating arms under the Iraqi state has emerged after several armed groups sharpened their public rhetoric in recent days. The government in Baghdad is moving to redefine the relationship between armed factions and the state, and to bind security decisions to official institutions. The discussion coincides with an ongoing anti-corruption campaign and follows the large funeral processions in Najaf and Karbala for former Iranian Supreme Leader Ali Khamenei, which were read as evidence that Iran-aligned groups retain a significant popular and political base. Cumhuriyet Party member Malek Aziz Franciscus said the groups were raising their rhetoric due to the interplay of domestic and regional factors, and described the posture as a possible attempt to strengthen their negotiating position. Political analyst Ramadan Bedran said such groups have no program to disband themselves and that Iran's regional standing has pushed them to retain multiple tools of pressure. The government is pursuing the arms monopoly effort in parallel with the scheduled end of the international coalition mission in September. Some factions have signaled willingness to join the framework, while others have refused to give up their weapons.
