BAGHDAD, Iraq โ Ammar Hakim, head of the Iraqi National State Forces Alliance, proposed forming a vertical political alliance that would include Shia, Sunni and Kurdish components. Speaking in Baghdad at an event marking the opening of a branch of a foundation named after the late former President Jalal Talabani, Hakim said such an alliance, built on pre-election understandings, could help resolve disputes, though its implementation would still take time despite growing proximity between the political forces. The session was attended by ministers, lawmakers and officials.
Hakim repeated his call for weapons to be held only by the state, calling it a constitutional and legal principle. He said armed groups were addressing the issue responsibly, and urged the completion of the remaining cabinet portfolios, noting that the Coordination Framework had empowered the prime minister to negotiate with the relevant political forces to form a full government.
On the Peshmerga, Hakim said the force is an official state institution on a par with the Popular Mobilization Forces (Hashd). He added that reassessing the Hashd's status creates a natural basis for restructuring the Peshmerga by linking it to clear military authorities independent of individuals.
