French Intelligence Report Says Iran Is Preparing Operations in Europe

Iran’s threat level in Europe remains relatively high, according to a French intelligence report, which says Tehran is preparing operations through a new indirect network of four to six intermediaries rather than direct cells. The assessment points to continuing operational capacity despite attacks at the end of February. The report cites three main reasons for the risk. Iran accuses Paris of interfering in its internal affairs and believes France supported protests inside Iran. It also points to the presence in Paris of Iranian opposition groups and the son of the former shah, as well as Tehran’s use of Western hostages as leverage. French authorities detained three teenagers in March after they allegedly planned to target a Bank of America branch in Paris. The report says Iran’s approach now relies on intermediaries to carry out operations, reflecting a shift away from more direct networks. The assessment indicates that Tehran’s ability to act in Europe remains intact.
