BRUSSELS, Belgium โ European Union institutions have agreed on new return rules aimed at speeding up the removal of irregular migrants, with member states set to be allowed to establish return centers in third countries.
The deal, reached between the European Parliament, the European Commission and the EU Council, covers people who have exhausted all legal avenues for international protection and have been ordered to leave European territory. Belgian media reported that the centers would serve as a final stop before the individuals are sent back to their countries of origin.
The draft rules also include stricter measures such as forced address checks, confiscation of identity documents and detention for up to two years. EU Migration Commissioner Magnus Brunner said the rules respond to Europeans' expectations.
More than 200 civil society organizations have criticized the text as coercive and contrary to fundamental rights. After a final vote, the measure is expected to go through the formal process before entering into force.
