CAIRO, Egypt — CAIRO — Egyptian diplomat Nabil Fahmy has been appointed secretary-general of the Arab League, succeeding outgoing chief Nabil Elaraby. Fahmy, a former Egyptian foreign minister, formally took up the post after the appointment was approved by the league's member states.
