Baghdad is debating a proposal to create a new Federal Security Ministry that could include both the Popular Mobilization Forces, known as Hashd al-Shaabi, and the Peshmerga. The plan is intended to reduce fragmentation in internal security by placing defined powers under a single structure.
The initiative is being viewed as a compromise formula designed to respond to international pressure for the state to consolidate weapons under one authority. Supporters see it as a way to impose clearer command and control without immediately upending existing security arrangements.
Political circles are said to be handling the idea cautiously, however, with some groups worried that such a ministry could weaken the structure and influence of Hashd al-Shaabi. The proposal has not yet gained broad consensus.
A member of parliament from the Badr bloc said in the Iraqi Parliament that the matter is still at an early stage and has not turned into any official decision. No formal steps have been announced so far.
