ANBAR, Iraq โ A comprehensive audit of Iraq's Martyrs' Foundation has identified 22,041 alleged fraud cases, with claims that around 3.2 trillion dinars in public funds were spent through such practices through 2024, according to the findings under review. Investigators allege that 1.3 trillion dinars of that amount was tied directly to forged documents. The audit has covered roughly 40 percent of the foundation's files, while 27,400 cases have been placed on hold pending further review.
The allegations include the issuance of death certificates without bodies in Anbar province, with case figures reported to range between 14,200 and 20,000. Separately, the foundation is alleged to have purchased a property in Baghdad's Karada district valued at 6 billion dinars for 18 billion dinars, with the 12 billion dinar difference allegedly diverted to certain officials.
Further claims under review allege that the foundation's electronic barcode system was put up for sale through intermediaries, that fraud was carried out with the knowledge or involvement of local officials, and that individuals linked to illegal groups were added to beneficiary lists. Those reviewing the files say the alleged irregularities should be referred to the judiciary and that those responsible should be identified.
