ERBIL, Iraq — The Kurdistan Regional Government’s Ministry of Interior has issued an implementation directive for a General Security Guide aimed at regulating safety standards across public and private sector facilities. The ministry said the directive establishes a high-level council at the ministry’s headquarters and sub-commissions in cities and independent administrations.
Under the directive, projects must comply with security requirements at the design, construction and post-opening stages, and undergo inspection four times a year. New rules cover liquefied petroleum gas systems in residential units, workplaces and fuel stations, with early warning and fire extinguishing systems made mandatory. Tanker trucks carrying fuel and chemicals will require special identification plates and annual technical inspections.
Residential complexes housing more than 1,000 units will be required to establish fully equipped civil defense centers, while individual apartments and projects will form self-protection teams. The ministry set the inspection fee at 250,000 dinars per project, with fines of 500,000 dinars for noncompliance and 200,000 dinars for tankers lacking the required identification plates.
