BAGHDAD, Iraq โ€” A delegation of Kurdistan parties, political figures and activists from Khanaqin met with the Iraqi president at the Peace Palace in Baghdad and presented a 12-point list of demands covering security, administrative and service issues in Khanaqin and other areas covered by Article 140 of the Iraqi Constitution. Key items in the list included restricting the security file to official bodies only and establishing a joint civilian administration for military affairs in Khanaqin and the Article 140 areas. The delegation also called for reversing the decision to convert the Nahiyat of Karatapa and Jalawla into districts, reactivating the Article 140 office and replacing its director, and ensuring a balanced distribution of administrative posts in Diyala province. Further demands included allocating an emergency budget for the reconstruction of Khanaqin and recognizing Garmian University. The Diyala Provincial Council has summoned the Khanaqin district administrator to an extraordinary session scheduled for the following day. The meeting also reviewed developments in Khanaqin following the 2017 events, and the two sides agreed to organize a peaceful demonstration in support of implementing Article 140 in the city. No further details on the timeline of the planned protest were immediately available.
