Financial waste and corruption remain among Iraq’s most serious state problems despite years of government change, with the crisis rooted in the political system and governance mechanisms rather than only in traditional administrative failures. The issue has also drained billions of dollars, according to national and international reports, undermining public services, development and economic stability. Academic Ali al-Cuburi said audit reports are not being turned into enforceable criminal consequences, allowing corruption cases to be resolved through political bargaining before they reach the judiciary. He said political influence is intertwined with economic decision-making, weakening accountability and shielding powerful actors. Cuburi called for stronger independence for audit and judicial bodies, legal protection for financial auditors, and binding follow-up measures for audit findings that are not subject to political discretion. He said these steps are necessary to prevent corruption files from being sidelined. He also warned that legislation alone is not enough. Without a genuine commitment to equal application of the law for all, he said, corruption will continue to expand and deepen Iraq’s institutional and economic damage.
